Excellence in Cities
Background
Excellence in Cities is a
Government initiative aimed
at raising the educational
aspirations and attainment
of young people in areas
of social and educational
need.

It is committed to fulfilling
the potential of all our
young people.

In doing so, it recognises
the need to tackle
issues swiftly and more
directly, aiming to create a
new culture of opportunity
and success for each child,
with excellence as the
norm.

Implementation of the plan
began in September 2000
with the establishment of a
Gifted and Talented
Programme.
Appointment of Learning
Mentors and creation of
Learning Support Units in
the High Schools.

Additionally, the new EiC
Partnership for St Helens
agreed a programme of
Specialist Schools.

They also agreed on bids
for Beacon status, the
establishment of City
Learning Centres and
provision for two small
Action Zones.

Overview of Action Zones
By January 2001,
St Helens had submitted
plans for two EiC Action
Zones and by March 2001
DfES had accepted these
in full.

This allowed for the
establishment of the
Zones from April 2001,
which will now be funded
until March 2006.

There are two types of
action zones, called ACE
and Impact Zones.

In total, the Zones
represent over 6,000
pupils and 250 teachers
and support staff.
